Fox News Digital first obtained the commission's new report Monday, which is based on the council's ongoing investigation into government censorship of social media. The report focuses on CISA's expected work ahead of the 2020 and 2022 midterm elections.

The committee, chaired by Ohio State Speaker Jim Jordan, obtained non-public documents that lawmakers say show CISA has "expanded its mission to monitor American discourse through social media, big tech and government." "This included cleaning CISA's help pages of internal 'misinformation' and 'disinformation,'" the report said.

Founded in 2018, CISA is committed to becoming an organization dedicated to protecting critical infrastructure and defending against cyber security threats.

"Since its inception, however, CISA has become the nerve center of the federal government's domestic surveillance and social media censorship operations," the report said.

The subcommittee found that in 2020, CISA "regularly reports social media posts that allegedly spread 'misinformation' on social media platforms."

As of 2021, CISA has a formal treatment group for malformations, anomalies and malformations (MDM). And in 2022 and 2023, the subcommittee says CISA is "attempting to disguise its activities by duplicitously claiming that it is performing only an 'informative' role."

"While CISA's efforts to control speech are generally very troubling, one problematic aspect is CISA's focus on 'failures,'" the report said. According to CISA's own definition, "falsifications are based on facts but used out of context to deceive, injure or manipulate".

According to the report, CISA's advisory subcommittee on MDM has since disbanded, but "brings together governments, leading technology 'experts' and academic disinformation." These experts include former Twitter general counsel Vijaya Gade; Former Assistant General Counsel and Advisor to the CIA; and professor at the University of Washington's Center for Conscious Society.

The subcommittee also found that CISA outsourced "censorship actions" to CISA-funded nonprofits after the agency and the Biden administration filed suit in federal court.

The report also states that CISA wants to use the CISA-funded nonprofit Center for Internet Security (CIS) as a "spokesperson" to "avoid government propaganda."

The report said CISA is funding CIS, including $27 million in FY2024 spent on the CIS Election Infrastructure Information Sharing and Analysis Center.

"CISA has not yet delivered the relevant subpoenas and additional facts must be proven," the report states.
